Extended account: Chen Advisory Group

Practice: Management consulting, 8 practitioners, New Taipei City
Challenge: Won a major government tender at a fee 22% below their usual project rate. Principals feared the precedent would anchor future public-sector pricing.

What we did: Reviewed the tender pricing logic, identified which scope items had been underestimated, and designed a revised public-sector rate card with explicit exclusions for out-of-scope requests. Delivered a template for future government proposals with pre-approved margin floors.

Outcome: Chen Advisory submitted two subsequent tenders at the revised rates. One was awarded; one was not — but the lost bid was priced at full margin, and the firm declined to match a competitor’s lower bid. Principals report fee conversations with government clients are now shorter because scope boundaries are documented upfront.
